The lack of crackle may be down to a slow dryig formula. I tried crackle polishes in the states years ago, then the advice was to use a hair dryer. You could try usig a hair dryer over this which would most likely force the polish to crack as it is drying quicker.
With my OPI crackle/shatter polish, it definitely needed a layer of something underneath, which you should try if you haven't. I had tried to do it without a layer beneath, and that was unsuccessful - it had the matte, uncrackled effect you describe.

Ive seen pics on MUA blog and they seemed to crackle there, so hopefuly it was just an odd batch!:) *fingers crossed* x
Which polish did you try it over? Maybe the chemical reaction needed something that wasn't contained in the other polish? x
