When I worked at Lush (and when this was still availiable in the shops), I sold Narcotic by the bucket load to snuffley customers. I used to use a Kneipp herbal bath specifically for colds, but I haven't been to Germany to stock up for ages.
The best thing I have found in the UK, though not the cheapest, is Molton Brown's Warming Eucalyptus bath and shower gel. It's lovely if you have a cold and even if you don't it's still gorgeous to use.
